DOCUMENTED SELF-DESCRIBED STRATEGY — congressional records preserve Navarro’s public account; participation and legal implications must be evaluated separately
Not rated on the thermometerThis item records a legal/policy position or unresolved institutional dispute rather than a single rateable factual proposition.
What is being said
In his post-election book and media appearances, Peter Navarro described working with Steve Bannon on a strategy they called the “Green Bay Sweep.” Congressional records summarizing Navarro’s own public account say the plan centered on encouraging Vice President Pence to delay certification and send disputed electoral questions back to state legislatures; the same record says Navarro publicly claimed Trump was “on board” and that more than 100 members of Congress were prepared to participate.
What the record shows
The House Select Committee’s contempt report and March 2022 business-meeting record quote and summarize Navarro’s own published and broadcast descriptions of the strategy. Those congressional records establish that Navarro publicly claimed a role in developing and promoting the plan and described its intended procedural objective. They do not, by themselves, prove that every person Navarro named agreed with his account, establish a criminal conspiracy, or adjudicate the legality of the proposed strategy. Navarro’s later federal contempt-of-Congress conviction concerned his refusal to comply with a Select Committee subpoena, not a judicial finding on the merits of the Green Bay Sweep strategy.
Response / rebuttal
The strongest support for the existence and intended purpose of the “Green Bay Sweep” comes from Navarro’s own public descriptions as preserved in congressional records. Claims about who else agreed, what authority Pence possessed, and whether particular conduct was unlawful require separate evidence and legal analysis.
Limits / uncertainty: This record does not treat the Select Committee’s political or legal characterizations as court findings. It also does not infer that every member of Congress Navarro referenced accepted the same plan or understood it identically.
