CNN, discussing New York Times reporting, said DHS spent more than $460 million through a no-bid arrangement for ten aircraft that were described as urgently needed for deportation operations but had largely remained idle months later. The reporting also noted that the aviation group’s chairman had previously donated $10,000 to a political committee linked to Noem, and that a luxury Boeing 737 from the purchase had been used by Noem while she led DHS. Those facts raise procurement and management questions; they do not by themselves establish criminal wrongdoing or an improper quid pro quo.

Biography

Background & current role

Kristi Noem served as the eighth Secretary of Homeland Security from January 25, 2025 until President Trump removed her from that post in March 2026. Before joining the Cabinet, she served as governor of South Dakota and as South Dakota’s at-large member of the U.S. House.

After leaving DHS, the White House announced that Noem would continue in the administration as Special Envoy for the Shield of the Americas, a Western Hemisphere security initiative. Former Senator Markwayne Mullin was nominated and later succeeded her at Homeland Security.

This profile tracks Noem’s DHS record, immigration-enforcement claims, contracting and spending controversies, FEMA management, public messaging, and her subsequent envoy role. Allegations are separated from established findings and from policy disagreements.

Noem’s profile distinguishes policy criticism, contracting concerns, political allegations and documented findings. A donor relationship or noncompetitive contract is not treated as proof of corruption without evidence establishing improper influence, and disputed public accounts are labeled as disputed rather than resolved by inference.
