Associated Press reported September 30 that the State Department amended the International Traffic in Arms Regulations to remove Syria from the countries subject to a blanket U.S. policy of denying defense-export licenses. The change takes effect October 1, after earlier 2026 steps rescinding Syria’s State Sponsor of Terrorism designation and waiving remaining chemical-weapons-law restrictions on arms sales and financing. The change permits case-by-case licensing review; it does not itself approve any particular weapons sale, defense service or financing transaction.
