James R. Walkinshaw is the Democratic U.S. representative for Virginia’s 11th District and took office in September 2025 after the special election following Rep. Gerry Connolly’s death. His official biography records earlier service on the Fairfax County Board of Supervisors, regional transportation leadership, and more than a decade as Connolly’s chief of staff.
The House Clerk currently lists Walkinshaw on Homeland Security and Oversight and Government Reform, including cybersecurity, border-security, military/foreign-affairs and government-efficiency subcommittee work. His office also identifies him as founder and co-chair of the Congressional Federal Workforce Caucus.
